Importing a used car from Italy to Slovenia

You can bring a used car from Italy to Slovenia and register it there, but do not decide whether to buy based only on the advert or the Italian plates.

You can bring a used car from Italy to Slovenia and register it there, but do not decide whether to buy based only on the advert or the Italian plates. Before paying, stop the process until the seller's identity, ownership and authority to sell, the VIN match and the original documents have each been checked separately. Also clarify the proof of purchase, type-approval background, date of first use, mileage and data needed for DMV. Because this is a route between two EU Member States, the official Slovenian procedure uses the term ‘acquisition of a vehicle’, not the non-EU procedure ‘import of a vehicle’. 1

Before paying, check the transaction, vehicle and documents

Ask the seller for the original vehicle documents and examine them carefully, as they may be forged; merely looking at an original does not confirm its authenticity. 2 Likewise, a name in a vehicle registration certificate or registration document does not by itself verify the person signing the contract or prove their ownership or authority. Resolve these three transaction points separately and do not mark them as complete without the appropriate evidence.

For an application to a Slovenian expert organisation, the source for an acquisition from the EU lists an invoice and either the Certificate of Conformity (CoC) or the registration document issued by the competent Italian authority. If the vehicle does not have uniform European approval, documents containing technical data and evidence of conformity with technical specifications or equivalent rules are also required. 1 Before transferring any money, therefore, check which of these documents actually exist, whether the VIN matches the vehicle throughout and whether the required proof of purchase can be obtained. The CoC, registration document and proof of ownership are not the same thing.

Before paying, check the transaction, vehicle and documents
DecisionWhat to checkConsequence
Are the documents authentic?Ask for the seller's original documents and examine them carefully; they may be forged, and examining them does not authenticate them.Do not pay until this has been clarified. 2
Who is entitled to sell?Check the signatory, ownership and entitlement or authority to sell separately.A name does not resolve all three questions. 3
Does the VIN match?Compare the VIN on the vehicle, invoice and all documents.A discrepancy stops the purchase. 1
Is export cancellation possible?Check the valid revisione, plates, required documents and eligible applicant. The vehicle must be cancelled from the PRA and ANV before physical export; the registered holder or another entitled person submits the application. 4, 5
Which VAT branch applies?Gather the dates of use and supply, mileage, seller details and invoice treatment. The word ‘used’ is not enough. 6
How much is the DMV?Prepare the classification, fuel type, CO2, kW and EURO category. The amount is not determined without an assessment. 7

Italian records and the sales process

For a standard Italian transfer of ownership, the seller must sign the deed of sale and the signature must be authenticated. The filing requires the carta di circolazione and either the paper certificato di proprietà or the foglio complementare, or, instead of these, the Documento Unico di Circolazione e di Proprietà. The transfer updates the PRA and ANV records and creates a Documento Unico containing the new owner and vehicle details. 8 This is the standard domestic transfer; do not apply its deadline to the separate cancellation for definitive export, which must be completed before the vehicle is physically exported.

Before making a decision, you can request a general chronological PRA extract using the number plate. It can show recorded owners, sale dates and prices, current or historical restrictions and encumbrances, and a previous number plate. Any interested person may request it; a foreign national without SPID, CIE or a recognised electronic identity can apply through a PRA office. The extract is a view of the register, not a mechanical inspection, a complete accident history or a guarantee about events that were not recorded. 3

Export cancellation and safe transport

When an Italian vehicle is sold to someone who will export it, it must be cancelled from the PRA and ANV before it is physically exported. On the filing date, it must have a valid revisione inspection. The application must include the plates and the registration and ownership documents, or the Documento Unico; the registered holder or another entitled person submits it at a Sportello Telematico dell'Automobilista (STA), and an appointment is required for the STA channel at a PRA office. 45 The retained sources do not explain what evidence a newly purchasing foreign buyer uses in every case to prove that they are another entitled person, so check this with the chosen office before paying.

Slovenia's eUprava describes three alternative delivery methods: tow-truck transport using an appropriately insured towing vehicle, a specialist vehicle carrier, or driving the purchased car yourself. For self-driving, the purchased vehicle must be temporarily registered abroad, and the plates and vehicle registration certificate must be obtained there; the common source does not specify the Italian procedure, validity or associated insurance. 2

After definitive Italian cancellation, the deregistered vehicle may be driven on Italian roads to the border only with a foglio di via and a provisional plate. The foglio di via specifies the route, duration and any technical requirements, and its duration must not exceed 60 days. The Italian rules alone do not establish recognition of the document or plate outside Italy. 59 Driving in Italy also requires motor third-party liability insurance; the foglio di via and provisional plate do not replace it, and the retained source does not confirm the territorial cover of a particular policy outside Italy. 10 If you intend to drive the car yourself, obtain written clarification before departure about the actual route, dates, recognition of the documents and the insurance's full territorial validity.

Conformity, taxes and registration in Slovenia

For a previously registered used car from another EU Member State, eUprava specifies the vehicle identification and assessment of technical condition procedure. 11 This is not a pre-purchase inspection, a statutory roadworthiness inspection or registration. The final route, additional evidence and any separate approval remain dependent on the European approval, documents, technical condition and modifications, as well as the assessment of the competent body.

The label ‘used’ in an advert does not determine the VAT treatment. FURS regards a vehicle as new if it is factory-new OR supplied before six months have elapsed since first use OR has travelled no more than 6,000 km. It is used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. 6 Nor is this classification a complete analysis of the transaction: before paying, separately check the seller's status and the VAT treatment on the invoice.

If the private acquirer is not identified for VAT and the vehicle is new under this test, the acquisition must be reported using form DDV-PPS within 15 days of acquisition. The stated Slovenian rate is 22% on a tax base that includes the vehicle price and assessed DMV; registration is not permitted without proof of VAT payment. 6 This rule does not determine the final amount for your car.

Unless an exemption is evidenced, Slovenian motor vehicle tax (DMV) applies to a covered motor vehicle upon its first use or first registration in Slovenia; those liable include the acquirer of a vehicle from another EU Member State. 7 The amount depends on the vehicle type or tariff classification and on fuel type, combined CO2 emissions, engine power in kW and/or the EURO emissions category. Without supported data for the particular vehicle and an assessment, a fixed DMV amount cannot be published. 7

According to the guide in question, a vehicle no more than four years old does not require a Slovenian statutory roadworthiness inspection. For an older vehicle or a different set of documents, the source does not determine when the inspection is required or whether a particular Italian result is recognised, so obtain a current decision for the specific case. 2

The vehicle registration body issues the vehicle registration certificate and the prescribed number of Slovenian plates. The validity of the registration certificate is linked to the validity period of the applicable statutory roadworthiness inspection, compulsory motor third-party liability insurance, payment of the annual road-use charge and settlement of the other prescribed obligations. 12 At first registration, you receive new plates and pay the annual charge, registration fee and the form for the new vehicle registration certificate. First registration cannot be completed online. The source does not specify whether personal attendance is required or whether an authorised representative can complete the process; check this with the vehicle registration body. 2

A budget without hidden zeroes

There is no overall total below because the required items still depend on the vehicle, provider, documents or decision. For planning purposes, a specialist carrier is used as the sole selected transport branch; tow-truck transport and self-driving are alternatives from the previous table and are not added to it. The VAT rate is shown only as a condition, not as a monetary amount.

Chronological checklist

Leave each step open until you have the stated evidence. This prevents you from mistakenly inferring the Italian cancellation, transport or tax classification solely from the advert, plates or the car's age.

Frequently asked questions

Which documents do I need in Slovenia?

An individual must attach to their application to a Slovenian expert organisation an invoice and either a CoC or the registration document issued by the competent Italian authority. If the vehicle does not have uniform European approval, they must add technical data and evidence of conformity with technical specifications or equivalent rules. Before paying, check authenticity and the VIN; a document on its own does not verify the signatory or their authority. 1, 2

What does a PRA extract show?

An extract requested using the number plate can show recorded owners, sale dates and prices, current or historical restrictions and encumbrances, and a previous number plate. Any interested person may request it; a foreign national without SPID, CIE or a recognised electronic identity can apply through a PRA office. It is not a mechanical inspection, a complete accident history or a guarantee about unrecorded events. 3

Can I drive to Slovenia after cancellation?

After definitive cancellation from the PRA and ANV, the vehicle may be driven to the border only with a foglio di via and a provisional plate. The foglio specifies the route, the actual duration, a maximum of 60 days, and any technical requirements. You also need motor third-party liability insurance to drive in Italy. The sources do not confirm recognition of the document or plate in other countries or the policy's territorial reach; check everything for the entire route. 5, 9, 10

Is a registered car always used for VAT purposes?

No. FURS regards it as new if it is factory-new OR supplied before six months have elapsed since first use OR has travelled no more than 6,000 km. It is used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. If the private acquirer is not identified for VAT and the vehicle is new for tax purposes, they must file DDV-PPS within 15 days of acquisition; the 22% rate applies to a tax base that includes the price and assessed DMV, and registration is not permitted without proof of payment. Check the seller and invoice treatment separately. 6

Do I need a Slovenian statutory roadworthiness inspection?

According to the guide, a vehicle no more than four years old does not need one. For an older vehicle or different documents, the source does not determine the requirement and does not confirm recognition of an Italian inspection. Obtain a current decision; a statutory roadworthiness inspection is not the vehicle identification and assessment of technical condition in the conformity procedure. 2, 11

Can first registration be completed online?

No; first registration cannot be completed online. The source does not specify whether personal attendance is required or whether an authorised representative can complete the process; check this with the vehicle registration body. At first registration, you receive new plates and pay the annual road-use charge, registration fee and the form for the new vehicle registration certificate; the source does not state the amounts. 2
