Used car from Belgium to Slovenia: documents, procedure and costs

When buying in Belgium, first clarify the original documents, the Car-Pass and a feasible transport option.

When buying in Belgium, first clarify the original documents, the Car-Pass and a feasible transport option. An export arrangement can change the obligation to have the Belgian inspection carried out, while an X plate by itself does not confirm insurance cover as far as Slovenia. These are two important decisions to make before payment. 1 2

This guide is for a private individual resident in Slovenia who is buying a previously registered used M1 passenger car for personal use. Although this is often described as an import, the Slovenian procedure for bringing a car from Belgium as an EU Member State uses the term ‘acquisition of a vehicle’. 3

Check the seller and documents before payment

Ask for the original documentation and inspect it carefully: eUprava warns that documents can be forged. Its general guidance does not authenticate them. The seller’s identity, their ownership, authority to sell, any finance and the exact match of the vehicle identification number (VIN) remain checks for the specific transaction, not established facts. 4

Belgian guidance for an ordinary sale lists the original sales invoice, vehicle registration certificate, pink registration application form stamped by the roadworthiness inspection, roadworthiness certificate, certificate of conformity, LPG installation certificate where fitted, used-vehicle inspection report, Car-Pass and service book. 1

For an export sale, the buyer may assume responsibility for the pre-sale inspection, but this arrangement must be recorded on the invoice. You should therefore not assume that documents generated by the inspection will be available in this situation. Clarify the arrangement before payment, not only on collection. 1

The Belgian certificat d'immatriculation has two parts: one is kept in the car and the other at home. The document follows the car, so check both parts. Each certificate states that it is not proof of ownership; handing over both parts therefore does not resolve whether the seller has the right to sell the car. 5

Use the Car-Pass as a history record, not a guarantee

The seller must give a valid Car-Pass to a private buyer even when the buyer lives abroad. The exception applies when the buyer is a professional motor trader, not to your private purchase. The document must be no more than two months old; you can check its authenticity using the QR code or identification number. 9

The Car-Pass shows known mileage and maintenance records and may also show technical data, outstanding recalls and a required post-accident inspection. However, it does not check the data it receives for accuracy or completeness, does not certify the mileage and does not guarantee the car’s technical condition or absence of defects. For a car previously imported into Belgium, mileage from the period abroad may be missing. 9 10

Treat gaps as unexplained periods, not as evidence of a faultless history. A pre-purchase inspection is separate from a history report, a statutory roadworthiness inspection and the Slovenian vehicle conformity assessment; do not conflate any of these procedures into a single certificate. 10 6

Keep Belgian plate deregistration separate from export and transport

Since 1 August 2025, only the DIV can deregister an official rear Belgian plate. The plate holder sends it to the DIV or deposits it there in person. The effective date of deregistration is the date the DIV receives the plate or it is deposited there, not the date it is posted. You can check the status and download the deregistration certificate in ‘My vehicle, my plate’. Plate deregistration is neither a sale document nor export registration. 11

Slovenian guidance for self-driving requires temporary registration abroad, where you also obtain the plates and vehicle registration certificate. It does not set the conditions governing their issue, validity or insurance; check the Belgian arrangements for an export from Belgium. 4

After buying a car in Belgium for export, an individual whose main residence is abroad and who is entered in neither Belgium’s National Register nor its Waiting Register may apply for an X plate. The plate is normally valid for 30 calendar days and is automatically deregistered when it expires. Longer validity is limited to specifically defined exceptions; do not assume they apply to you. 2

For a used car, the DIV requires original documents: proof of insurance or a green card, the latest vehicle registration certificate or a police certificate of loss or theft, an invoice or sales contract, proof of a valid roadworthiness inspection where required, and an identity document. If the identity document does not show an address, you also need a recent original certificate of residence abroad. 2

Not all insurers offer temporary insurance. The official website does not confirm insurance cover outside Belgium or recognition of the plate in other countries. Before driving the car yourself, therefore obtain evidence of the start, end and territorial scope of the cover, and check whether the plates are accepted along the entire route. Slovenian motor third-party liability insurance is not evidence of Belgian temporary cover. 2 4

Complete the conformity procedure and tax treatment in Slovenia

For a used car previously registered in another EU Member State, eUprava specifies the procedure identifikacija in ocena tehničnega stanja (vehicle identification and assessment of technical condition). The final treatment depends on the specific approval, documents and any modifications; the duration, cost and successful outcome are not confirmed in advance. 6

Attach to the application submitted to a Slovenian expert organisation an invoice as proof of purchase and either the CoC or the vehicle registration certificate issued by the competent Belgian authority. If the car does not have unified European approval, documents containing technical data and evidence of conformity with technical specifications or equivalent rules are also required. A CoC is therefore not an unconditional solution for every car. 3

For vehicles subject to tax, Slovenian motor vehicle tax (DMV) is assessed when the vehicle is first put into circulation or first registered in Slovenia, unless an applicable exemption has been duly established. FURS includes acquirers from the EU and importers among those liable for the tax; this guide concerns an acquisition from the EU. The tax base depends on the vehicle type or tariff classification and on the fuel, combined CO₂ emissions, engine power in kW and/or EURO class. No amount can be determined without the data for the specific car and a tax assessment. The indicative calculator is not an assessment decision. 8

For VAT purposes, an advertisement describing the car as ‘used’ is not decisive. Under the FURS criteria, a vehicle is new if it is factory-new, or supplied before six months have elapsed since first use, or has no more than 6,000 km. It is used only if it is supplied after six months have elapsed and has travelled more than 6,000 km. Previous registration alone does not resolve this. 7

If, as a private acquirer, you are not identified for VAT and the car is new under these criteria, you must report the acquisition using DDV-PPS within 15 days of acquisition. The Slovenian VAT rate is 22% on a tax base that includes the car’s price and the assessed DMV. Registration is not possible without proof that VAT has been paid. Clarify the type of seller and the VAT treatment shown on the invoice separately for your transaction. 7

The roadworthiness inspection and first registration are not the conformity procedure

According to eUprava guidance, cars that are no more than four years old do not need a Slovenian roadworthiness inspection. This does not remove the conformity procedure. For a different age or document situation, the sources used do not establish the required timing of the inspection or whether the Belgian certificate will be recognised; check this for the specific vehicle. 4 6

The vehicle registration body issues the vehicle registration certificate and the prescribed number of Slovenian plates. The certificate’s validity is tied to the applicable roadworthiness inspection period, compulsory motor third-party liability insurance, payment of the annual road-use charge and settlement of the other prescribed obligations. 12

You cannot complete the first registration electronically. In addition to new plates, budget for the annual charge, registration fee and the new vehicle registration certificate form; eUprava does not state their monetary amounts. 4

Build the budget around one transport option

The plan below uses a specialist carrier as the selected option, not as a completed booking. A tow truck is an alternative; for the alternative of driving the car yourself, check the X plate and foreign insurance separately. Do not add the alternatives together. The price of the car, services, taxes and Slovenian procedures has not yet been determined, so there is no total. 4 2 8

Checklist from selection to Slovenian plates

Every step remains open until you have collected the appropriate evidence. For the conditional VAT filing, calculate the deadline from the acquisition, not from a later visit to the vehicle registration body. 7

Frequently asked questions

Does the Car-Pass prove ownership of the car?

The Car-Pass does not confirm ownership. The Belgian certificat d'immatriculation is expressly not proof of ownership. You must establish the seller’s identity and right to sell using evidence for the specific transaction. 9, 5

Does an export sale mean that the Belgian inspection is not required?

This is not a general exemption. Belgian guidance allows the buyer to assume responsibility for the inspection if the arrangement is recorded on the invoice. An X plate may also require proof of a valid inspection. 1, 2

What does missing mileage from before the car arrived in Belgium mean?

For a car previously imported into Belgium, the Car-Pass may have no records from the period abroad. Do not infer either that the odometer reading is correct or that there were no past problems from such a gap. 9, 10

Does an X plate automatically allow you to drive to Slovenia?

You cannot infer this from the plate being issued alone. The source does not confirm recognition of the plate in countries along the route or the territorial scope of the insurance cover. Check this before departure. 2

Is a sales contract sufficient instead of an invoice for the Slovenian application?

The general purchase guide mentions a contract or invoice, while the specific guidance for an application to an expert organisation specifies an invoice. Unconditional interchangeability is not confirmed; check whether your documents will be accepted before payment. 4, 3

Is an older car with exactly 6,000 km used for VAT purposes?

Not under the stated FURS test: no more than 6,000 km is an independent criterion for a vehicle to be new for tax purposes. For a vehicle to be used, both the time criterion and more than 6,000 km must be satisfied. 7

Option of a pre-purchase inspection

For a possible pre-purchase inspection by CarAudit, check the current availability and terms for the selected car and location in Belgium. On 14 September 2026, the website was publicly accessible with options to place an order and make contact; this does not confirm service coverage, appointment availability, scope, price or result, nor the validity of documents or suitability for registration. 13
