Before paying, match the VIN on the car to the original documents, separately verify the seller's identity, ownership and the signatory's authority, and clarify the proof of purchase and approval documents.
Before paying, match the VIN on the car to the original documents, separately verify the seller's identity, ownership and the signatory's authority, and clarify the proof of purchase and approval documents. For the tax decision, you also need the dates of first use and supply, as well as verified mileage. 1 2
In everyday language this is described as importing, but eUprava calls bringing a car from another EU Member State an acquisition of a vehicle (pridobitev vozila). Keep this Slovenian branch separate from the Polish notification of disposal, deregistration and any temporary registration. 3 4 5 6
Decision before payment
| Decision | What to check | Consequence |
|---|---|---|
| Can the vehicle and the parties be verified? | A match between the VIN and the original documents, and separate checks of the seller's identity, ownership and authority | Stop payment if there is a gap. 1 |
| Is the approval dossier complete? | The invoice and CoC or vehicle registration certificate; technical data and conformity evidence where required | Missing documents change the procedure. 3, 7 |
| What does the history show? | The registration number, VIN, first registration and the report's limitations | An informational result is not proof of ownership or condition. 8 |
| Which tax branch applies? | First use, supply, mileage, the seller's status, the invoice's VAT treatment and DMV data | Do not determine VAT or DMV without the data. 2, 9 |
eUprava advises you to request the original documentation and examine it carefully because it may be forged. An original does not in itself confirm authenticity. Stop payment if the VIN, seller or a document remains unexplained. 1
Documents, seller and history
Polish guidance gives a sale agreement or VAT invoice as examples of proof of ownership, alongside the vehicle registration certificate, existing plates and, where appropriate, evidence of the roadworthiness inspection. The competent starosta determines the exact dossier for the particular case. 10
The signatory's identity, ownership and authority to sell are three separate checks. The name on the vehicle registration certificate does not authenticate the person in front of you and does not by itself prove ownership or authority. Nor does a signed agreement resolve all three questions; the packet does not resolve them for the particular transaction.
To use the Historia Pojazdu service, you need the registration number, VIN and date of first registration. Compare the roadworthiness, insurance, owner, theft, deregistration and odometer records with the car and original documents, because the report is informational and does not prove legal title, accurate mileage or condition. 8
For an individual's application to a Slovenian expert organisation, you need an invoice and either the CoC or the vehicle registration certificate issued by the competent Polish authority. If there is no unified European approval, you also need technical data and evidence of compliance with technical specifications or equivalent rules. 3
Polish procedures and safe transport
The registered seller of a Polish-registered vehicle must notify its disposal within 30 calendar days, provide the buyer's details and attach a copy or image of the disposal document. A co-owner who files the notification declares that the other co-owners consent. 4
Deregistration because of disposal abroad is a different procedure. The owner, co-owners or an authorised representative use (a) a document confirming disposal abroad together with a statement of such disposal or (b) a copy of the document confirming registration abroad. Do not combine the alternatives. 5 11
Polish temporary registration for export is a third procedure. At the owner's request, a temporary permit and legalised temporary plates may be issued for no more than 30 days; a one-off 14-day extension is merely a possible, not guaranteed, measure for clarifying registration matters. The periods do not in themselves establish permission to drive outside Poland. If the owner has neither permanent nor temporary residence nor a registered office in Poland, the authority competent for the temporary-registration application is determined by the place where the vehicle is purchased or collected. 6
eUprava lists three alternatives: transport using a towing vehicle, which must be appropriately insured, a specialist vehicle carrier, or driving the car yourself. For the last option, the car must be temporarily registered abroad, where you obtain the plates and vehicle registration certificate; issuance, recognition along the route and the associated insurance remain matters specific to Poland and the transaction. 1
| Option | What you need | Limitation | Cost |
|---|---|---|---|
| Transport using a towing vehicle | An appropriately insured towing vehicle | Check the operator, route and terms; the packet does not confirm a specific quote. | Request a quote 1 |
| Specialist vehicle carrier | A quote and agreed transport terms | This is the branch selected in the budget; the provider, price and liability have not been confirmed. | Request a quote 1 |
| Driving the car yourself | Temporary registration, a temporary permit, legalised plates, and verified insurance and route | The initial period is no more than 30 days; a possible one-off 14-day extension does not guarantee issuance, insurance or recognition outside Poland. | To be determined 1, 6 |
The budget below uses a specialist vehicle carrier. If you choose another option, replace this row and do not add the alternatives together.
Conformity, taxes and registration in Slovenia
For a previously registered used car from an EU Member State, the stated procedure is vehicle identification and assessment of technical condition (identifikacija in ocena tehničnega stanja vozila). It is not the same as a pre-purchase inspection, roadworthiness inspection or registration; modifications may open a different approval branch. 7
For VAT purposes, a car is new if it is factory-new or supplied before six months have elapsed since first use or has no more than 6,000 km. It is used only after six months have elapsed and with more than 6,000 km. 2 This classification is not the complete assessment of the transaction: separately check the seller's status and the VAT treatment on the invoice before paying.
If, as a private acquirer, you are not identified for VAT and the car is new under this test, file DDV-PPS within 15 days of acquisition. The rate is 22% on a tax base comprising the vehicle price and assessed DMV; registration is not permitted without proof of payment. 2
Unless a supported exemption applies, Slovenian motor vehicle tax (DMV) applies when a covered vehicle is first put into circulation or first registered in Slovenia; taxpayers also include an acquirer from another EU Member State. The amount depends on the type or tariff classification, fuel, combined CO₂ emissions, power in kW and/or EURO emissions category; it cannot be determined without the data and assessment. 9
A Slovenian roadworthiness inspection is not required for a vehicle that is no more than four years old. For an older vehicle or a different document situation, the source does not resolve the requirement or recognition of a foreign inspection. 1 Registration requires the applicable roadworthiness-inspection validity, Slovenian motor third-party liability insurance, the annual road-use charge and settlement of the other obligations; a vehicle registration certificate and plates are issued. 12 First registration cannot be completed electronically, which does not establish that personal attendance is mandatory and does not exclude an authorised representative. 1
Budget without a false total
| Item | Amount | Condition |
|---|---|---|
| Purchase price of the car | To be determined | Set by the agreement or invoice; the currency is unknown. 10, 2 |
| Optional pre-purchase inspection | Request a quote | If you commission it, check the location, scope, terms and price. 13 |
| Specialist vehicle carrier to Slovenia | Request a quote | Selected branch; the amount is determined by the vehicle, route and terms. 1 |
| Vehicle identification and assessment of technical condition | To be determined | Depends on the documents, approval, modifications and the organisation's decision. 7, 3 |
| Slovenian motor vehicle tax (DMV) | To be determined | Depends on the type or tariff, fuel, CO₂, kW and/or EURO emissions category. 9 |
| VAT for a vehicle treated as new for tax purposes | To be determined | If you are not identified for VAT and the vehicle is new: 22% of the price and assessed DMV. 2 |
| Possible Slovenian roadworthiness inspection | To be determined | Not required if the vehicle is no more than four years old; otherwise check the decision and amount. 1 |
| Slovenian motor third-party liability insurance | Request a quote | The premium depends on the quote; it does not replace Polish cover for the route. 1, 12 |
| Annual road-use charge | To be determined | Payable upon registration; the amount is not stated. 12, 1 |
| Registration fee | To be determined | Check the current amount with the vehicle registration organisation. 1 |
| New vehicle registration certificate form | To be determined | The item is confirmed, but the amount is not. 1 |
| New Slovenian registration plates | To be determined | The number and amount are determined at registration. 12, 1 |
The amounts remain unresolved, so there is no final total. Retain the invoice currency, select one transport branch and include VAT only if its conditional branch applies.
Checklist in chronological order
| Step | Evidence | When | Your check |
|---|---|---|---|
| Check the history and tax data. | Registration number, VIN, first use, supply and mileage | Before deciding 8, 2 | To check |
| Check the seller, original documents and approval. | Identity, ownership, authority, invoice and required documents for the VIN | Before paying 3, 1 | To check |
| Keep the Polish procedures separate. | Notification of disposal, the applicable deregistration branch and temporary registration if required | After the sale 4, 5, 11, 6 | To check |
| Confirm one transport branch. | The carrier's quote and terms | Before collection 1 | To check |
| Complete the conformity procedure. | A document from the expert organisation | Before registration 7 | To check |
| Resolve DMV and conditional VAT. | Assessment and proof of payment | Before registration 9, 2 | To check |
| Resolve the roadworthiness inspection and insurance. | The applicable evidence and a Slovenian policy | Before registration 1, 12 | To check |
| Complete first registration through a non-electronic channel. | Slovenian vehicle registration certificate and plates | After meeting the obligations 12, 1 | To check |
Documents or conditions still need checking. Do not treat the file as complete.
Each step remains open until it is supported by evidence for the same VIN.
Frequently asked questions
Is a Historia Pojazdu report sufficient for a safe purchase?
No. You need the registration number, VIN and date of first registration for the search. The report may contain the validity of the roadworthiness inspection and compulsory liability insurance, the number and type of owners, reported theft or deregistration, and odometer readings since 2014. However, it is informational, foreign risk data is displayed only when available, and it does not prove legal title, accurate mileage, that the car is free from damage, or its mechanical condition. 8
Can you drive to Slovenia on Polish temporary plates?
Do not infer this from the plates alone. To drive the car yourself, the purchased vehicle must be temporarily registered abroad, where the plates and vehicle registration certificate are obtained. At the owner's request, Polish temporary registration for export may be issued with a temporary permit and legalised temporary plates for no more than 30 days, with a possible one-off 14-day extension to clarify registration matters; the extension is not automatic or guaranteed. These periods do not establish recognition or permission to drive outside Poland, and the packet does not confirm the territorial and temporal scope of the insurance cover. If the owner has neither permanent nor temporary residence nor a registered office in Poland, the authority competent for the temporary-registration application is determined by the place where the vehicle is purchased or collected. 1, 6
When is a car advertised as used still new for VAT purposes?
Under the FURS test, it is new if it is factory-new or supplied before six months have elapsed since first use or has no more than 6,000 km. A vehicle is used only if it is supplied after six months have elapsed and has more than 6,000 km. If you are a private acquirer who is not identified for VAT and the vehicle is new under this test, DDV-PPS must be filed within 15 days of acquisition and a 22% rate applies to a tax base comprising the price and assessed DMV; registration is not permitted without proof of payment. Separately check the seller's status and the VAT treatment on the invoice. 2
Which documents do you need for the Slovenian conformity procedure?
In the EU branch, an individual must attach an invoice and either the CoC or the vehicle registration certificate issued by the competent Polish authority to the application submitted to an expert organisation. If the vehicle does not have unified European approval, documents containing technical data and evidence of compliance with technical specifications or equivalent rules are additionally required. For a previously registered used vehicle, the stated procedure is vehicle identification and assessment of technical condition; modifications may open a separate approval branch. 3, 7
Is a new roadworthiness inspection always required in Slovenia?
No. eUprava states that a Slovenian roadworthiness inspection is not required for a vehicle that is no more than four years old. For an older vehicle or a different document situation, the source neither specifies the requirement nor confirms recognition of the particular foreign inspection. You should therefore obtain a current decision for the exact vehicle and its set of documents. 1
How do the notification of sale, deregistration and temporary registration differ?
The notification of disposal filed by the registered seller is a separate procedure with a deadline of 30 calendar days. For deregistration because of disposal abroad, the owner, co-owners or an authorised representative may submit either a document confirming disposal abroad together with a statement of such disposal or a copy of the document confirming registration abroad. These are alternatives, not a cumulative list. Temporary registration for export is a third, separate procedure and is relevant only if the selected transport method requires it. 4, 5, 11, 6
Can you complete the first Slovenian registration entirely online?
No, the stated first-registration procedure cannot be completed electronically. This is a channel limitation and does not mean that you must attend in person, nor does it exclude an authorised representative. The vehicle registration organisation issues the vehicle registration certificate and the prescribed number of plates; the certificate's validity is tied to the roadworthiness-inspection period, compulsory motor third-party liability insurance, the paid annual road-use charge and other settled obligations. The registration fee, new vehicle registration certificate form and new plates must also be paid for, but the packet does not specify the amounts. 12, 1
Possible pre-purchase inspection
The CarAudit website was publicly accessible on 14 September 2026 with ordering and contact options. If you are considering an independent pre-purchase inspection, check current availability and terms for the particular car, location and date. The link does not confirm coverage in Poland, response time, inspection scope, price or result. 13
