Importing a used car from Finland to Slovenia

You can bring a used car from Finland to Slovenia, but before paying you should resolve four questions: who is selling and with what authority, whether the VIN and original documents match, which form of transport is lawful, and which data determine Slovenian VAT (DDV) and DMV.

You can bring a used car from Finland to Slovenia, but before paying you should resolve four questions: who is selling and with what authority, whether the VIN and original documents match, which form of transport is lawful, and which data determine Slovenian VAT (DDV) and DMV. Because this is a movement from another EU Member State, the official Slovenian procedure uses the term acquisition of a vehicle; here, the word import is used only in its everyday sense. 1

Decision before payment

Check the seller's identity, ownership and authority to sell separately. A name on the vehicle registration certificate does not in itself authenticate the signatory or prove the other two matters. Ask for the original documents and examine them, as they may be forged; however, eUprava's warning does not authenticate your documents. 2

Decision before payment
DecisionWhat to checkConsequence
The seller is authorised to enter into the transactionCheck the signatory's identity, ownership and authority to sell separately; a name on the vehicle registration certificate is not enough in itself. If you cannot prove any one of the three matters, do not pay. 3, 2
The original documents and VIN matchAsk for the original documents, check both parts of the Finnish vehicle registration certificate, and compare the VIN on the car, in the documents and in the register lookup; documents may be forged.A discrepancy or an unexplained original document is a reason to stop the transaction. 3, 4, 2
The documents are sufficient for the Slovenian procedurePrepare proof of purchase, specified as an invoice for the application, and the CoC or Finnish vehicle registration certificate; without unified European approval, also prepare technical data and evidence of conformity with the requirements. Before paying, ask the expert organisation to confirm the documentation route for the particular car. 1
The VAT classification and transaction treatment have been resolvedRecord the date of first use, date of supply and verified mileage; check the seller's status and the invoice's VAT treatment separately.Without all the data, do not assume that an advertisement describing the car as ‘used’ determines its VAT treatment. 5
The data for DMV can be evidencedObtain the type or tariff classification, fuel, combined CO2 emissions, power in kW and/or EURO category.Without the data and an assessment, DMV remains unknown. 6

Finnish register and post-sale actions

After the sale, the seller can submit a notification of transfer using the agreed transfer date. Traficom states that this ends the seller's liability for the vehicle and prevents later vehicle tax or other costs if the buyer does not register the change of ownership. Electronic filing requires the buyer's Finnish personal identity code or valid Business ID; if the buyer does not have one, the seller can instead use a registration inspection station or an insurance company. 3 7

Decommissioning a vehicle transferred abroad is a separate, later step. After the sale or export, the owner or holder can prove that the vehicle has left Finland with a copy of the foreign vehicle registration certificate or Finnish Customs certification of exit. An authority in another EU country may notify Traficom automatically, but delays are possible. This decommissioning is not advance permission to drive. 8

Transport from Finland to Slovenia

The Slovenian guidance lists three alternatives: transport by tow truck, a specialist vehicle carrier or driving the purchased car yourself. For tow-truck transport, the towing vehicle must be appropriately insured. To drive the car yourself, the purchased vehicle must be temporarily registered abroad, and you obtain the plates and vehicle registration certificate there; the Slovenian source does not specify Finnish issuance, duration or insurance cover. 2

Specialist vehicle carrierA quotation for the specific location, vehicle and delivery. The available official source does not specify the carrier's contractual terms or liability.Subject to quotation 2
Driving the car yourselfA valid Finnish permit or registration for the specific vehicle, the appropriate plates, vehicle registration certificate and insurance for the entire route.Export registration is not automatic; outside the expressly covered area, you must check the transfer permit and insurance with the authorities along the exact route. To be determined 2, 9, 10

Export registration is not automatic for every normally registered used car, and a transfer permit is not a general export plate. Before driving, check the vehicle's eligibility and the validity of the permit and insurance along the entire route; the conditions are covered in the frequently asked questions. 9 10

Conformity, taxes and registration in Slovenia

For a previously registered used vehicle from an EU Member State, the Slovenian conformity procedure is vehicle identification and assessment of technical condition. An individual must attach proof of purchase, specified as an invoice, to the application submitted to an expert organisation, together with either the CoC or the vehicle registration certificate issued by the competent Finnish authority. If the vehicle does not have unified European approval, documents containing technical data and evidence of conformity with technical specifications or equivalent rules are also required. 1 11

VAT classification by age and mileage is not the full VAT treatment of the transaction. Check the seller's status and the invoice's VAT treatment separately. If the vehicle is new under the VAT test and the acquirer is not identified for VAT, the filing, deadline, tax base and registration condition described in the frequently asked questions apply. 5

Unless an exemption has been established, DMV must be resolved when a covered car is first put into circulation or first registered in Slovenia; FURS also lists an acquirer of a vehicle from the EU among those liable for the tax. The amount depends on the type or tariff classification, fuel, combined CO2 emissions, engine power in kW and/or EURO emissions category, so it cannot be determined without data for the particular car and an assessment. 6

Under the stated procedure, a vehicle no more than four years old does not need a Slovenian roadworthiness inspection; for a different situation, the source does not resolve the requirement or recognition of a foreign inspection. 2 The registration body issues the vehicle registration certificate and the prescribed number of Slovenian plates. The certificate's validity is tied to the applicable roadworthiness-inspection period, compulsory motor third-party liability insurance, payment of the annual road-use charge and the other prescribed obligations. 12

At first registration, you obtain new plates and pay the annual charge, registration fee and fee for the new vehicle registration certificate form; the source does not state the amounts. First registration cannot be completed electronically. This is a channel limitation, not proof that you must attend in person, so check the possibility of representation with the registration body. 2

Budget without a false total

A total cannot be published until the car, tax decision, transport and quotations are known. The transport plan in the table selects a specialist carrier and does not add the other options.

Frequently asked questions

Is Finnish export registration automatically available for a purchased used car?

No. The applicant must own the vehicle, and Traficom lists among the eligible cases a vehicle that is not registered in Finland, or an unregistered or decommissioned passenger car or motorcycle being taken abroad to race. Motor third-party liability insurance valid in Finland is required; a vehicle that has never been registered in Finland needs a registration inspection, and the export plates are sent to a Finnish address. For a decommissioned or used unregistered vehicle, the registration is valid only for the transfer period of 1 to 30 days depending on the destination, and the law of the destination may shorten it. The source therefore does not confirm the eligibility of a normally registered car without checking with Traficom. 9

Can you drive to Slovenia with a Finnish transfer permit without further checks?

No. The permit is tied to a specific vehicle, a justified purpose and one of the statuses specified by Traficom; it requires temporary or qualifying continuous motor third-party liability insurance, and the route must begin or end in Finland. Special recognition under the Nordic agreement is stated only for Denmark, Norway and Sweden, provided the vehicle is roadworthy and the destination's rules on dimensions and taxation are followed. For Slovenia and every country on the actual route, you must check the permit's validity with the competent authorities and the cover with the insurer. 10

Which documents must the seller provide under the Finnish guidance?

After checking the buyer's identity, the seller and buyer complete and sign two identical copies of the deed of transfer, and each keeps one. If the car is sold for registration abroad, the seller also gives the buyer both parts of the vehicle registration certificate: Part I, the technical part, and Part II, the notification part. These documents do not in themselves authenticate the actual signatory or automatically prove ownership and the signatory's authority to sell; check these three points separately. 3

What can Traficom's vehicle-information lookup prove?

In the authenticated service, you can search the Finnish Transport Register for a vehicle by registration number or VIN. Technical, inspection and tax data are free, while owner and history data are subject to a charge. Registration history goes back only to approximately 1989, disclosure may be restricted, and the ownership history of natural persons is limited. Paid history may include ownership, inspections, insurance, deregistration or decommissioning and use, but it is not an exhaustive guarantee of the car's condition or history. 4

When is a car new for Slovenian VAT purposes, and what does that mean?

FURS treats it as new if it is factory-new OR supplied before six months have elapsed since first use OR has travelled no more than 6,000 km. It is used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. If a private acquirer is not identified for VAT and the car is new under this test, the acquisition must be reported on DDV-PPS within 15 days of acquisition; VAT is 22% of the tax base, which includes the price and assessed DMV, and registration is not permitted without proof of payment. Despite this classification, check the seller's status and the invoice's VAT treatment separately. 5

Does the car need a Slovenian roadworthiness inspection, and can you complete first registration electronically?

Under the stated procedure, a vehicle no more than four years old does not need one. For an older vehicle or a different documentation situation, the available sources do not establish the requirement or recognition of a Finnish inspection, so obtain a decision for the particular vehicle and documents. First registration cannot be completed electronically, but this does not prove that you must attend in person. The validity of the issued vehicle registration certificate is tied to the applicable roadworthiness-inspection period, compulsory motor third-party liability insurance, payment of the annual charge and the other prescribed obligations. 2, 12

If you want to check whether an inspection is possible before purchase for the specific car, location in Finland and preferred date, visit the CarAudit website to check current availability and terms or submit an enquiry. The scope, appointment, price and result are not confirmed or guaranteed in advance. 13
