Used car from Czechia to Slovenia: procedure, costs and documents

You can bring a used car from Czechia and register it in Slovenia, but your purchase decision should depend on evidence, not just the advert.

You can bring a used car from Czechia and register it in Slovenia, but your purchase decision should depend on evidence, not just the advert. Before paying, check the original documents, whether the VIN matches, the seller’s identity and authority to sell, proof of purchase, the date of first use and mileage, and the data needed for DMV. Also agree with the seller in advance which Czech export route will be used and who will complete each step.

Although the term import is often used colloquially, Slovenia’s eUprava formally describes the arrival of a vehicle from another EU Member State as the acquisition of a vehicle. 1

Decision before payment

Resolve the checkpoints below first. A VIN mismatch, missing document or unclear tax detail is a reason to pause until you receive a verifiable explanation.

Decision before payment
DecisionWhat to checkConsequence
Are the documents acceptable?Request the originals and verify their completeness and authenticity; an original may be forged. If in doubt, do not pay until a competent source or expert has clarified the document. 2
Does the identity match?Compare the VIN on the vehicle and the documents, and separately verify the seller, ownership and authority to sell. The assigned sources do not confirm these transaction-specific facts; request additional evidence. 2
Can the Slovenian application file be completed?Obtain an invoice and either the CoC or the Czech vehicle registration certificate; without unified European approval, also obtain technical documents and evidence of conformity.Resolve any missing evidence before the purchase. 1
Which VAT treatment applies?Check the date of first use, the date of supply or acquisition, verifiable mileage, the type of seller, the VAT treatment on the invoice and whether you are identified for VAT; prior registration or the description ‘used’ is not enough.Without all the data, do not assume that the vehicle is used for VAT purposes. 3
Can you determine the DMV amount?Collect the vehicle type or tariff classification, fuel, combined CO2 emissions, power in kW and EURO emissions class.Without the data and an assessment, the amount remains to be determined. 4
What does the Czech mileage record show?Use the VIN to check records from statutory roadworthiness inspections and emissions tests. The result is not a comprehensive history and does not guarantee the current mileage. 5
Which export route will be used?Agree in writing with the seller on either pre-departure export registration or the branch following later registration in the EU.The second branch is unavailable if registration in another EU state is not completed. 6, 7

Identity, documents and history

Request the vehicle’s original documentation and examine it carefully. eUprava warns that it may be forged, so an original is not in itself confirmation of authenticity. 2 Compare the VIN on the car, the Czech vehicle registration certificate, the sales document and the available conformity evidence. Separately verify the seller’s identity, their ownership or authority to sell, and any encumbrances; the assigned sources do not confirm these facts for the selected car.

For an application to a Slovenian expert organisation, an individual must attach an invoice as proof of purchase and either the Certificate of Conformity (CoC) or the vehicle registration certificate issued by the competent authority in the country of origin. If the vehicle does not have unified European approval, documents containing technical data and evidence of conformity with technical specifications or equivalent regulations are also required. 1 Before paying, therefore establish which of this evidence actually exists and whether the vehicle has been modified.

The official Czech Kontrola tachometru service uses the VIN to show odometer readings recorded at Czech statutory roadworthiness inspections and emissions tests. 5 This is not a comprehensive check of the vehicle’s history, title, accidents or mechanical condition; the competent authority also warns that the displayed records do not necessarily represent the actual current mileage. 5

Czech export and the journey to Slovenia

For the export registration of a Czech-registered vehicle sold to a foreign person, the vehicle registration certificate and all issued registration plates must be submitted, and the authority issues a new vehicle registration certificate for the export registration. The registered owner applies at any Czech municipal authority with extended competence; a representative may act under a written power of attorney bearing an officially certified signature. 7

The Czech ministry describes two distinct options for taking the vehicle to another EU state. Limited-validity export plates can be arranged before departure. The second option arises only after the vehicle has left: the new owner registers it in another EU state, whose authority then notifies Czechia within two months. If that registration is unsuccessful or does not take place, this second option cannot be used. 6

Choose one of three alternatives for delivery: a tow truck, a specialist vehicle carrier or self-driving. 2

Czech export and the journey to Slovenia
OptionWhat you needLimitationCost
Tow truckAgreed collection and an appropriately insured towing vehicle.Check the provider, liability and handover of the documents.Request a quote 2
Specialist vehicle carrierA written quotation, an agreement on collection and delivery, and the scope of liability. The provider sets the price and terms; check them for the specific route.Subject to quotation 2
Self-drivingTemporary registration abroad and the plates and vehicle registration certificate obtained there.Check in advance the validity of the plates and the start, end and territorial scope of the associated insurance for the entire journey. To be determined 2, 7

An export plate, insurance for the journey and Slovenian motor third-party liability insurance are not the same thing. The assigned Czech sources do not confirm recognition of the export plate or the territorial scope of the insurance in every transit country, so check these for the specific route before collection.

Conformity, taxes and roadworthiness inspection in Slovenia

For a previously registered used car from Czechia, the stated Slovenian conformity procedure is vehicle identification and assessment of technical condition (identifikacija in ocena tehničnega stanja). 8 This is not a pre-purchase inspection, a statutory roadworthiness inspection or registration. The final route, required documents, any additional work, price and duration depend on the vehicle’s approval history, technical condition, documents and modifications, and on the decision of the competent expert organisation.

For VAT purposes, an advert’s description of the vehicle as ‘used’ is not enough. FURS treats a vehicle as new if it is factory-new OR supplied before six months have elapsed since first use OR has no more than 6,000 km. It is treated as used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. 3

If the private acquirer is not identified for VAT and the vehicle is new under this test, they must report the acquisition using form DDV-PPS within 15 days of acquisition. The stated Slovenian VAT rate is 22%, and the tax base includes the vehicle price and assessed DMV; registration is not permitted without proof of VAT payment. 3 This branch applies only under the stated conditions, and the amount cannot be determined without the transaction details and assessment.

Slovenian motor vehicle tax (DMV) generally arises when a taxable vehicle is first put into circulation or first registered in Slovenia; an acquirer of a vehicle from the EU is also among those liable. 4 The amount depends on the vehicle type or tariff classification, fuel, combined CO2 emissions, engine power in kW and/or EURO emissions class. There is no fixed amount without the specific vehicle data and an assessment. 4

According to the eUprava guide, a vehicle no older than four years does not require a Slovenian statutory roadworthiness inspection. For an older vehicle or different documentation, the source does not resolve when an inspection is required or whether foreign evidence will be recognised, so request a decision for your case. 2

Insurance and first registration

The vehicle registration body issues a Slovenian vehicle registration certificate and the prescribed number of registration plates. The registration certificate’s validity is tied to the validity period of the applicable roadworthiness inspection, compulsory Slovenian motor third-party liability insurance, payment of the annual road-use charge and settlement of the other prescribed obligations. 9

At first registration, you pay the annual road-use charge, the registration fee, the new vehicle registration certificate form and new registration plates, but the assigned source gives no amounts. First registration cannot be completed online. 2 Obtain the current amounts and confirm the complete application file before visiting the vehicle registration body.

A budget without a false final total

Every item depends on the vehicle, the chosen route, a quotation or a decision. Because the packet sets no monetary amount for the specific purchase, a final total cannot be calculated honestly.

Frequently asked questions

Is a previously registered car automatically treated as used for VAT purposes?

No. For VAT purposes it is new if it is factory-new OR supplied before six months have elapsed since first use OR has no more than 6,000 km. It is used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. You therefore need the date of first use, the date of supply and verifiable mileage. 3

Which basic documents do I need for the Slovenian conformity procedure?

As an individual, you must attach an invoice and either the CoC or the vehicle registration certificate issued by the competent Czech authority. If the vehicle does not have unified European approval, you also need documents containing technical data and evidence of conformity with technical specifications or equivalent regulations. Confirm the final application file with the expert organisation for your vehicle. 1

Who applies for export registration in Czechia?

The registered owner applies at any Czech municipal authority with extended competence. A representative may act under a written power of attorney bearing an officially certified signature. For a registered vehicle, the vehicle registration certificate and all issued plates must be submitted; the authority issues a new vehicle registration certificate for the export registration. 7, 6

Are Czech export plates always valid for three months and everywhere along the route?

No. The Czech authority sets the validity of an export registration plate, which may be no more than three months; this is not a guaranteed period. The assigned source also does not confirm recognition of the plate or insurance cover in every transit country, so check both for the planned route before departure. 7

Does Kontrola tachometru replace a comprehensive vehicle-history check?

No. The service uses the VIN to display odometer readings recorded at Czech statutory roadworthiness inspections and emissions tests. It does not confirm ownership, encumbrances, accidents or mechanical condition, and the competent authority warns that the records do not necessarily represent the actual current mileage. 5

Do I always need a statutory roadworthiness inspection in Slovenia?

Not under the age rule stated in the guide: a vehicle no older than four years does not require a Slovenian statutory roadworthiness inspection. For an older vehicle or a different documentation situation, the assigned source establishes neither the requirement nor recognition of a foreign inspection, so obtain a current decision for the specific vehicle and documents. 2

The next step before signing

If you want to check before purchase whether an inspection of a specific car at its location may be available, open CarAudit and check the current availability and terms. The accessible page lets you submit an order or make contact, but the assigned source does not confirm coverage in Czechia, an appointment, the inspection scope, the price or the outcome for your case. 10
