Importing a used car from Luxembourg to Slovenia

For a private individual resident in Slovenia who is buying a previously registered used M1 passenger car for personal use, the route is workable if the seller, car, documents, tax treatment and transport are clear before payment.

For a private individual resident in Slovenia who is buying a previously registered used M1 passenger car for personal use, the route is workable if the seller, car, documents, tax treatment and transport are clear before payment. Because the car comes from an EU Member State, the official Slovenian procedure is called ‘pridobitev vozila’ (‘acquisition of a vehicle’), although the everyday title uses the word import. 1

Obtain evidence before payment

Ask for the original documents and inspect them; they may be forged, so merely looking at them does not confirm their authenticity. 2 Separately verify the signatory's identity, ownership and authority to sell. The name in the vehicle registration certificate alone proves none of those three facts.

A Luxembourg sale must be evidenced by an original invoice or sale contract identifying the car, seller and buyer; the official guidance also requires copies of both parties' identity documents. 3 Compare the VIN on the car, in the documents and in the purchase evidence. Defer payment if evidence is missing or inconsistent.

Originals and sellerInspect the originals; verify the signatory's identity, ownership and authority separately. Documents may be forged, and the name in the vehicle registration certificate does not confirm those facts.Do not pay without clear evidence. 2, 3
Purchase evidenceThe original invoice or contract must identify the car and both parties; also obtain copies of their identity documents.Compare them before signing. 3
VIN and historyCompare the VIN on the car and in the documents. MyGuichet shows the VIN and first-use information only for a vehicle registered to the user; it is not a public report and does not guarantee ownership, accident history, mileage or condition.Resolve any uncertainty with separate evidence. 4
Documents for conformityPrepare the invoice and either the CoC or the vehicle registration certificate issued by the competent authority. Without unified European approval, you also need technical data and evidence of conformity with specifications or equivalent rules.Do not assume success without the documents. 1
VAT branchEstablish the date of first use, the date of supply or acquisition and the verified mileage; check the seller's status and the VAT treatment on the invoice as separate transaction issues. The description ‘used’ does not determine the tax treatment. 5
Data for DMVCollect the vehicle type or tariff classification, fuel, combined CO2 emissions, power in kW and/or EURO category. There is no fixed DMV without the data and an assessment. 6

Check the documents, history and condition

An authenticated MyGuichet private space can show the VIN and first-use information only for vehicles registered in the user's name. It is not a public buyer's report and does not guarantee ownership, accident history, mileage or mechanical condition. 4 Therefore, use the seller's display only as information for comparison.

For an application to a Slovenian expert organisation, you need an invoice and either a CoC or the vehicle registration certificate issued by the competent authority in the country of origin. If the car does not have unified European approval, you also need technical data and evidence of conformity with technical specifications or equivalent rules. 1

A pre-purchase inspection may be useful, but it is not a document check, conformity procedure, statutory roadworthiness inspection or a guarantee that every defect will be detected. Check the scope, availability and price for the specific car and location.

Coordinate deregistration and export

The seller, registered keeper or owner notifies the SNCA and submits the deregistration form, both parts of the vehicle registration certificate and evidence of identity. Once deregistered, the car may not be driven until it has been registered again. 3

After deregistration, a non-resident may request an export certificate using the original sale document or other original proof of ownership. The certificate is separate from export-plate registration. 3

Export plates are intended for a buyer with a foreign address, while the last seller must have an official Luxembourg address. A garage may carry out the procedure, while another representative needs a written mandate and the actual owner's documents. Registration requires an export number based on the contract or invoice, insurance from an approved Luxembourg insurer, registration and collection of the plates. They are valid until the end of the third month following the current month and cannot be extended; renewal is required if necessary. 7 The source does not confirm recognition of the plates or insurance cover in every country along the route.

Choose one transport option

eUprava presents three alternatives: tow-truck transport with the towing vehicle appropriately insured, a specialist carrier or driving the car yourself. If you drive it yourself, the car must be temporarily registered abroad; the plates and vehicle registration certificate are obtained there. 2 After Luxembourg deregistration, you therefore need a new lawful registration route, and you must check recognition and insurance cover for the entire journey.

The budget below uses a specialist carrier as one working option. If you choose another branch, replace its row and do not add the alternatives together.

Tow-truck transportAn appropriately insured towing vehicle and an arrangement for the specific route.Check the contractor's quotation and terms; do not assume a price.Subject to quotation 2

Driving it yourselfA new lawful registration after deregistration: for Luxembourg export registration, an export number based on the contract or invoice, insurance from an approved Luxembourg insurer, registration and collection of the plates. The buyer must have a foreign address and the last seller an official Luxembourg address. Validity runs until the end of the third month following the current month and cannot be extended; check recognition and cover throughout the route. To be determined 2, 3, 7

Complete conformity, tax and registration formalities in Slovenia

For a previously registered used car, the stated conformity procedure is vehicle identification and assessment of technical condition. 8 The final documents, price, duration and decision remain dependent on the car, its approval, any modifications and the competent organisation's assessment.

For VAT purposes, a vehicle is new if it is factory-new OR supplied before six months have elapsed since first use OR has travelled no more than 6,000 km. It is used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. 5 Check the seller's status and the VAT treatment on the invoice separately. If you are a private acquirer who is not identified for VAT and the vehicle is new under this test, file DDV-PPS within 15 days of acquisition. The rate is 22% of a tax base that includes the price and assessed DMV; registration is not permitted without proof of VAT payment. 5

Unless a supported exemption applies, DMV applies when a covered vehicle is first put into circulation or first registered in Slovenia, and an acquirer from the EU is also a taxpayer. 6 The amount is determined by the vehicle type or tariff classification, fuel, combined CO2 emissions, power in kW and/or EURO category. Without supported vehicle data and an assessment, there is no fixed amount. 6

Under the stated procedure, a car that is not older than four years does not need a Slovenian roadworthiness inspection. The source does not resolve the position for an older vehicle or recognition of a specific foreign inspection. 2

The registration body issues the vehicle registration certificate and the prescribed number of Slovenian plates. The certificate's validity is tied to the applicable roadworthiness-inspection period, compulsory motor third-party liability insurance, the annual road-use charge and settlement of the other obligations. 9 At first registration, you also pay the registration fee and the new vehicle-registration-certificate form; the amounts are not stated, and the process cannot be completed electronically. This alone does not prove that attendance in person is mandatory, so check the available channel and any representation. 2

A budget without a false total

None of the required items yet has a specified monetary amount, so there is no total. Enter the contractual price, quotations and official assessments; 22% is only a conditional VAT rate, not a fixed sum.

Frequently asked questions

Is bringing a car from Luxembourg officially an acquisition or an import?

Because the car comes from an EU Member State, the Slovenian procedure uses the term ‘pridobitev vozila’ (‘acquisition of a vehicle’). For a previously registered used vehicle, the stated conformity procedure is vehicle identification and assessment of technical condition, not automatically individual vehicle approval or registration. 1, 8

Can I use MyGuichet to check the history and ownership before buying?

Not as a public, comprehensive buyer check. The authenticated private space shows official data, including the VIN and first-use information, only for vehicles registered in the user's name. It does not guarantee legal ownership, accident history, mileage or mechanical condition, so check those matters using separate evidence. 4

Can I drive to Slovenia after Luxembourg deregistration?

Not merely on the basis of deregistration. Once deregistered, the vehicle may not be driven until it has been registered again. A non-resident may use the original sale document or other original proof of ownership to request an export certificate, but this is separate from export-plate registration. To drive it yourself, you need a lawful registration and insurance route. 3, 2

When is a car new or used for VAT purposes?

It is new if it is factory-new OR supplied before six months have elapsed since first use OR has travelled no more than 6,000 km. It is used only if supplied after six months have elapsed AND it has travelled more than 6,000 km. If you are a private acquirer who is not identified for VAT and the vehicle is new under this test, file DDV-PPS within 15 days of acquisition; the rate is 22% of a tax base comprising the price and assessed DMV, and registration is not permitted without proof of payment. Nevertheless, check the seller's status and the VAT treatment on the invoice separately. 5

Do I need a Slovenian roadworthiness inspection?

Under the stated procedure, a car that is not older than four years does not need one. For an older car or a different document situation, the source establishes neither the requirement nor recognition of a specific foreign inspection, so obtain a current decision for your car and documents. 2

What are the conditions and validity of Luxembourg export plates?

They are intended for a buyer with a foreign address, while the last seller must have an official address in Luxembourg. A garage may carry out the procedure, while another representative needs a written mandate and the actual owner's documents. An export number based on the contract or invoice, insurance from an approved Luxembourg insurer, registration and collection of the plates are required. They are valid until the end of the third month following the current month; the validity cannot be extended, and renewal is required if necessary. This does not prove recognition of the plates or insurance cover in every country along the route. 7

Can I complete first registration in Slovenia entirely online?

No; the official guide says that first registration cannot be completed electronically, but this does not mean that the buyer must necessarily attend in person. The registration body issues the vehicle registration certificate and the prescribed number of plates, while the certificate's validity is tied to the applicable roadworthiness-inspection period, compulsory motor third-party liability insurance, the paid annual road-use charge and settlement of the other obligations. The registration fee and new vehicle-registration-certificate form must also be paid; the amounts are not stated. Check the current channel and whether representation is possible. 2, 9

Check the possibility of a pre-purchase inspection

If you would like to check the possibility of an inspection of a specific car in Luxembourg before payment, use CarAudit to check current availability and terms for the exact location, vehicle and date. The website itself does not confirm coverage, an appointment, inspection scope, price or result. 10
