Importing a used car from Germany to Slovenia

You can bring a previously registered used passenger car from Germany to Slovenia for personal use, but a safe decision depends on evidence gathered before payment.

You can bring a previously registered used passenger car from Germany to Slovenia for personal use, but a safe decision depends on evidence gathered before payment. First cross-check the VIN, original documents, the seller's identity and authority to sell, evidence of European approval, the date of first use, mileage and the data needed for Slovenian taxes. If you cannot verify anything material, pause the purchase until it is clarified.

The word ‘import’ is convenient in the title, but Slovenia's eUprava officially treats bringing a vehicle from another EU Member State as an acquisition of a vehicle (pridobitev vozila). This distinction matters because the procedures for a vehicle from outside the EU do not apply to this route. 1

Decision before payment

Ask the seller for the original documentation and inspect it carefully; eUprava warns that documents can be forged, and merely having an original does not authenticate it. 2 Compare the VIN on the car, the documents, the invoice or contract and all reports. A discrepancy, a missing record of a modification or an unclear tax classification is not a detail to resolve later, but a reason to pause.

Decision before payment
DecisionWhat to checkConsequence
Are the original documents reliable?Original documents and a VIN that matches across the car, proof of purchase and documents. If there is a discrepancy, do not pay until it is clarified; an original alone is not authentication. 2
Is the seller authorised to sell the car?Identity, connection with the vehicle, ownership or authorisation; Teil II is not proof of ownership.Distinguish between the registered keeper, the owner and an authorised person. 3
Is the German file complete?Teil I, Teil II, plates, the latest HU, emissions certificate and modification approvals, if any.Obtain any missing document before payment. 4
What approval evidence is available? An invoice and CoC or German registration document; without unified approval, also technical data and additional conformity evidence. The file for the Slovenian expert organisation depends on this. 1
Is the vehicle new or used for VAT purposes? The date of first use and supply, and verified mileage. The word ‘used’ in the advertisement does not determine the tax branch. 5
Can you estimate DMV?Type or tariff classification, fuel, combined CO2, kW and EURO category. There is no fixed amount without supported data and an assessment. 6

German documents, seller and history

The buyer receives the Zulassungsbescheinigung Teil II with a used car, but the official page expressly states that this document is not proof of ownership. Therefore, separately verify the seller's identity, their connection with the vehicle and their authority to sell; signing a contract does not automatically prove this. 3

In the Bremerhaven sale-notification procedure, the buyer acknowledges in writing the receipt of the Zulassungsbescheinigung Teil I, Teil II and the official plates. The page also recommends written confirmation of receipt of the latest HU report, the latest emissions-test certificate and any approvals for modifications. These records help to assemble the file, but do not prove the vehicle's current mechanical condition, ownership or absence of encumbrances. 4

Do not rely on an open national history check based only on the VIN. Access to Berlin's local register is limited to a vehicle registered in Berlin and to an applicant who demonstrates a traffic-related legal interest connected with a legal claim. It provides limited data about the registered keeper, vehicle and insurance, not a general history, condition or ownership report for a pre-purchase buyer. 7

Sale notification and German export registration

The seller must notify without delay the authority that last issued the official registration number. In the published Bremerhaven procedure, the notification includes the buyer's name and address and their acknowledged receipt of both parts of the registration document and the official plates. 4 Ask for a copy of the submitted notification, but do not present this local process as identical at every office.

If you intend to drive the car yourself, check the office responsible for the vehicle's location before the journey. Under the Bremen procedure, a person without German residence applies for export registration at that office; for a previously registered vehicle, the existing plates are invalidated. The export registration remains valid for the liability-insurance period, up to a maximum of one year, and the HU evidence must remain valid throughout the requested period. 8

For a registered used car, Berlin lists the original Teil I and Teil II, official plates, a valid HU, confirmation of export-plate insurance, an identity document and a motor vehicle tax mandate or proof of payment. Prior deregistration is not required there, but the authority may require the vehicle to be presented. This is the Berlin branch, not a general list for every German office. 9

Transport to Slovenia

Choose one method and collect evidence for it. eUprava lists towing, a specialist vehicle carrier or driving the car yourself. When towing, the towing vehicle must be appropriately insured; when driving the car yourself, the purchased car must be temporarily registered abroad, where you also obtain its plates and registration certificate. 2 The German source does not confirm territorial insurance cover for the entire journey, so obtain written confirmation of the policy's start, end and territorial scope before departure. Slovenian compulsory motor third-party liability insurance is not a substitute for German export insurance.

Conformity and roadworthiness inspection in Slovenia

For a previously registered used vehicle from another EU Member State, eUprava specifies the procedure of vehicle identification and assessment of technical condition (identifikacija in ocena tehničnega stanja vozila). This is not a pre-purchase inspection, registration or automatic recognition of every foreign document. 10 If the car has been modified, a separate approval branch may apply; the competent expert organisation must determine the final route, documents, repairs, price and duration for the particular car.

Attach an invoice to the application submitted to the Slovenian expert organisation, together with either the European Certificate of Conformity (CoC) or the registration document issued by the competent German authority. If the vehicle does not have unified European approval, documents containing technical data and evidence of conformity with technical specifications or equivalent rules are also required. 1

Under the procedure described, a vehicle not older than four years does not require a Slovenian roadworthiness inspection. For an older vehicle or a different set of documents, the source does not determine when an inspection is required or whether a particular foreign certificate will be recognised; check this before the registration appointment. 2

DMV, possible VAT and registration

Unless there is a demonstrable exemption, FURS links DMV to the first placing of a covered motor vehicle in circulation or its first registration in Slovenia; for an intra-EU acquisition, the acquirer is among those liable. 6 A fixed amount cannot be determined without data on the vehicle type or tariff classification, fuel, combined CO2 emissions, engine power in kW and EURO category. An indicative calculation is not a tax-authority decision.

The description ‘used’ in an advertisement does not settle the VAT treatment. For this tax, FURS treats a vehicle as new if it is factory-new or supplied before six months have elapsed since first use or has no more than 6,000 km. It is used only if it is supplied after six months have elapsed and has travelled more than 6,000 km. 5

Only if you are a private acquirer who is not identified for VAT and the vehicle is new under this test must you report the acquisition on form DDV-PPS within 15 days of acquisition. The stated rate is 22%, and the tax base includes the vehicle price and assessed DMV; registration is not permitted without proof of VAT payment. 5

You obtain the registration certificate and the prescribed number of Slovenian plates from the vehicle registration body. The registration certificate's validity is tied to the applicable roadworthiness-inspection period, compulsory motor third-party liability insurance, payment of the annual road-use charge and the other prescribed obligations. 11 At first registration, you also pay for registration, the new registration-certificate form and new plates; the published guide does not state the amounts, and first registration cannot be completed online. 2

Working budget without a misleading total

A specialist vehicle carrier is selected below as the working transport option. If you choose towing or driving the car yourself, replace this row with all the costs of the selected method. Because the packet does not establish any mandatory amount, a total would not be credible; the percentage rate therefore appears only in the condition.

Frequently asked questions

Does the Zulassungsbescheinigung Teil II prove that the seller is the owner?

No. The official German source states that the buyer receives Teil II with a used vehicle, but expressly denies that the document is proof of ownership. Therefore, separately verify identity, ownership, any authorisation and the authority to sell. 3

Can I drive to Slovenia on the existing German plates?

Do not assume so. For driving the car yourself, eUprava requires temporary registration abroad. Under the Bremen procedure, the existing plates of a previously registered vehicle are invalidated, and the export registration follows the insurance period, up to a maximum of one year. Before departure, check the competent office, validity and territorial insurance cover for the vehicle's location. 2, 8

What do I need for the Slovenian conformity procedure?

For the basic file, you need an invoice and either a CoC or the registration document issued by the competent German authority. If there is no unified European approval, add documents containing technical data and evidence of conformity with technical specifications or equivalent rules. Modifications may change the branch, so the expert organisation must confirm the final list. 1, 10

Is a previously registered car always used for VAT purposes?

No. For VAT purposes, it is new if it is factory-new, supplied before six months have elapsed since first use or has no more than 6,000 km. Only a vehicle supplied after six months and with more than 6,000 km is used. Check both facts, not just the advertisement or registration. 5

How much DMV will I pay?

A fixed amount cannot be determined from the packet. The correct type or tariff classification, fuel, combined CO2, engine power in kW, EURO category and official tax treatment are required. A calculator can only be indicative; wait for supported data and the assessment before budgeting. 6

Do I need a Slovenian roadworthiness inspection, and can I complete registration online?

According to the cited guide, a vehicle not older than four years does not require a Slovenian roadworthiness inspection. Obtain a current decision for an older vehicle or a different document situation. First registration cannot be completed online; before it, also arrange insurance, the annual charge and the other prescribed obligations. 2, 11

If you want to check the possibility of a pre-purchase inspection before paying, open CarAudit and check the current availability, terms, scope and price for the particular car, location and date. The link does not mean that coverage, an appointment, the inspection content or the result is confirmed. 12
