You can bring a used car from France to Slovenia and register it there, but the decision depends on more than price.
You can bring a used car from France to Slovenia and register it there, but the decision depends on more than price. Before paying, stop the process if you cannot confirm the identity of the vehicle and the seller, the seller’s ownership of the vehicle or authority to sell it, the original documents, the tax input data or a lawful means of transport. As this is a route within the EU, the official Slovenian procedure uses the term acquisition of a vehicle, not import from a third country. 1
This guide is for a private individual resident in Slovenia who is buying a previously registered used M1 car for personal use. The description ‘used’ does not by itself determine the VAT treatment, and a crossed-through French vehicle registration certificate does not authorise the drive to Slovenia.
Before paying, check the seller, vehicle and documents
Ask for the original documents and inspect them carefully. eUprava warns that they may be forged; this warning does not itself authenticate the documents. Compare the VIN on the car with every document and the advert. 2
The French vehicle registration certificate must be in the seller’s name and all registered joint holders must sign it. For a vehicle under a location avec option d'achat arrangement, the user may not sell the vehicle because the lender is the owner and only that organisation may sell it. Despite the registered name, separately check the actual signatory’s identity, ownership and authority to sell: the entry alone does not authenticate the person in front of you or establish all three points. 3
The registered owner can generate a HistoVec report and share it with you. The report shows the date of first use, changes of owner, accidents involving repairs supervised by an expert, administrative status including any pledge, opposition or theft, roadworthiness inspection dates and results, mileage history and technical characteristics recorded in the French SIV system. It covers only the recorded fields; it does not guarantee unrecorded condition and is not proof of ownership. 4
At completion of the sale, the seller must give you the entire vehicle registration certificate, crossed through, marked ‘vendu le’ with the date and time of sale, and signed. You must also receive copy no. 2 of form Cerfa 15776, the transfer code, a certificate of administrative status less than 15 days old and, where this requirement applies to the vehicle, a roadworthiness inspection report less than six months old. 3
For an application to a Slovenian expert organisation for an EU acquisition, the listed proof of purchase is an invoice, together with either the Certificate of Conformity (CoC) or the vehicle registration certificate issued by the competent French authority. If the vehicle does not have unified European approval, you also need technical-data documents and evidence of compliance with technical specifications or equivalent regulations. Before paying for the specific private transaction, confirm the acceptable proof of purchase and the complete document file. 1
| Decision | What to check | Consequence |
|---|---|---|
| Original documents and VIN | Ask for the original documents and compare the VIN; the official warning that documents may be forged does not itself authenticate them. | Do not pay if they do not match. 2 |
| Seller and authority to sell | Compare the signatory’s identity with the entry, and check ownership, all joint holders and the right to sell; under a location avec option d'achat arrangement, the owner-lender, not the user, may sell the vehicle. | Confirm each of the three points separately. 3 |
| HistoVec history | Ask the owner to share the report; compare the data with the vehicle. | It does not guarantee unrecorded condition or prove ownership. 4 |
| Slovenian document file | Confirm the invoice and either the CoC or the French vehicle registration certificate; without unified European approval, also confirm the technical data and conformity evidence. | Resolve any missing material before purchase. 1 |
| VAT input data | Date of first use, date of supply or acquisition, verified mileage, seller status and the invoice’s VAT treatment. | Do not finalise the tax treatment without them. 5 |
| DMV input data | Tariff classification or vehicle type, fuel, combined CO2, kW and/or EURO class. | There is no fixed DMV without supported data. 6 |
Sale in France and safe transport
The seller must declare the transfer through ANTS within 15 days after signing the transfer certificate. The process requires the future owner’s details even when the vehicle is sold abroad, and the seller receives an acknowledgement that the transfer has been recorded once the process is complete. This is the supported French step; do not infer an additional general ‘deregistration’ that the packet does not specify. 3
You can choose transport using a towing vehicle, a specialist vehicle carrier or self-driving. With the first option, the towing vehicle must be appropriately insured. For self-driving, eUprava requires temporary registration abroad and plates and a vehicle registration certificate obtained abroad. 2
A crossed-through French vehicle registration certificate and its detachable coupon do not authorise driving the sold car abroad. For an eligible vehicle intended for export, ANTS may issue a CPI WW; the standard CPI WW is valid for four months, but recognition in another state depends on that state’s agreement. Check the eligibility of both the buyer and the vehicle, and recognition in every transit state, before departure. 3 7
At least third-party liability insurance is required to drive on a public road in France; a policy issued outside France must cover driving in France. This does not establish cover for the particular CPI WW holder or for countries outside France. Before driving, obtain evidence of the drivers, dates and territories covered for the entire route. 8
| Option | What you need | Limitation | Cost |
|---|---|---|---|
| Towing vehicle | An appropriately insured towing vehicle. | Check its capacity and the route conditions. | Request a quote 2 |
| Specialist vehicle carrier | A written quote for the specific collection and delivery. | Check the provider and the cover. | Subject to quotation 2 |
| Self-drive | Temporary foreign registration, plates, a vehicle registration certificate and documented insurance cover for the driver, the period and all territories. | CPI WW only for an eligible case; normally four months, but check recognition in every country along the route. | To be determined 2, 3, 7, 8 |
Conformity, taxes and registration in Slovenia
For a previously registered used vehicle from an EU country, the stated conformity procedure is vehicle identification and assessment of technical condition. Do not treat it as the same as a pre-purchase inspection, a statutory roadworthiness inspection or registration. The final documents, any adaptations, cost, duration and decision depend on the particular vehicle, its approval, modifications and the competent organisation’s assessment. 9
For VAT purposes, FURS treats a motor vehicle as new if it is factory-new or supplied before six months have elapsed since first use or has no more than 6,000 km. It is used only if supplied after six months have elapsed and it has travelled more than 6,000 km. Previous registration or the word ‘used’ in the advert does not resolve this. Before paying, document the date of first use, the date of supply or acquisition and the mileage. Separately check the seller’s status and the invoice’s VAT treatment; the age-and-mileage classification is not the complete VAT analysis for the particular transaction. 5
Only if you are a private acquirer who is not identified for VAT and the vehicle is new under this test must you report the acquisition using form DDV-PPS within 15 days of acquisition. The stated rate is 22% of a base that includes the vehicle price and assessed DMV; registration is not permitted without proof of VAT payment. The final amount remains unknown until the input data and assessment are known. 5
Unless an applicable exemption establishes otherwise, DMV applies to a covered motor vehicle that is first put into circulation or first registered in Slovenia, and an acquirer of a vehicle from the EU is among the taxpayers. The tax base depends on the vehicle type or tariff classification and uses the fuel type, combined CO2 emissions, engine power in kW and/or the EURO emissions class. No fixed DMV can be determined without supported data for the particular vehicle and an assessment. 6
A vehicle that is no more than four years old does not need a Slovenian statutory roadworthiness inspection under the stated procedure. The source does not resolve the requirement or recognition of a foreign inspection for a vehicle of a different age or in a different document situation, so obtain a current decision for such a case. 2
The vehicle registration body issues the vehicle registration certificate and the prescribed number of Slovenian plates. The certificate’s validity is tied to the applicable roadworthiness inspection period, compulsory motor third-party liability insurance, payment of the annual road-use charge and settlement of the other prescribed obligations. 10 At first registration, you obtain new plates and pay the annual road-use charge, the registration fee and the form for a new vehicle registration certificate; the amounts are not stated. First registration cannot be completed electronically. This is a channel limitation, not proof that you must attend in person or that an authorised representative is not possible. 2
A budget without a false total
Collect the vehicle purchase price, a quote for one transport option and decisions on the conditional items. Because the monetary amounts remain unresolved, we do not publish a total; 22% is a conditional VAT rate, not a monetary cost.
| Item | Amount | Condition |
|---|---|---|
| Vehicle purchase price | To be determined | Agreement with the seller and verifiable proof of purchase. 1 |
| Optional pre-purchase inspection | Request a quote | Only if you choose it; a specific quote is required. 11 |
| One selected transport option | Request a quote | Choose a towing vehicle, a carrier or self-driving; do not add the alternatives together. 2 |
| CPI WW, plates and temporary registration | To be determined | Only if you are eligible and choose self-drive; check issuance and recognition along the route. 7, 3 |
| Insurance for self-drive | Request a quote | Only for this option; the policy must provide evidence of cover for the driver, time and territories. 8 |
| Vehicle identification and assessment of technical condition | To be determined | Depends on the approval, documents, modifications, condition and the competent organisation’s assessment. 9 |
| Slovenian motor vehicle tax (DMV) | To be determined | Depends on whether the vehicle is within scope, any exemption, the vehicle data and the assessment. 6 |
| VAT on a vehicle classed as new for tax purposes | To be determined | Only for a private acquirer who is not identified for VAT, if the new-vehicle test applies; 22% of a base that includes the price and assessed DMV. 5 |
| Slovenian statutory roadworthiness inspection | To be determined | Not required for a vehicle that is no more than four years old; resolve other cases separately. 2 |
| Slovenian motor third-party liability insurance | Request a quote | A quote for the particular vehicle and policyholder before registration. 10 |
| Annual road-use charge | To be determined | Obtain the amount for the particular vehicle at registration. 2, 10 |
| Registration fee | To be determined | Check the current amount with the vehicle registration body. 2 |
| Form for a new vehicle registration certificate | To be determined | Check the current amount at first registration. 2 |
| Slovenian registration plates | To be determined | The registration step determines the required number and current amount. 10, 2 |
Chronological checklist
Keep each step open until you obtain the evidence. Do not confuse French insurance for the journey with Slovenian insurance for registration.
| Step | Evidence | When | Your check |
|---|---|---|---|
| Check the seller, ownership and authority to sell. | The signatory’s identity, the entries and all joint holders’ signatures. | Before paying a deposit or the purchase price. 3 | To check |
| Inspect the original documents, VIN and HistoVec. | Matching documents and the owner’s report. | Before deciding to buy. 2, 4 | To check |
| Collect the data for conformity, VAT and DMV. | CoC or the relevant documents, dates, km, CO2, kW, fuel and EURO. | Before paying. 1, 5, 6 | To check |
| Take possession of the complete French sale file. | Crossed-through signed vehicle registration certificate, Cerfa 15776/2, transfer code, certificate of administrative status and the conditional inspection report. | At completion of the sale. 3 | To check |
| The seller declares the transfer through ANTS. | Acknowledgement that the transfer has been recorded after completion. | Within 15 days after signing the transfer certificate. 3 | To check |
| Select and document one transport option. | A carrier’s quote or valid registration, plates, a vehicle registration certificate and insurance for the route. | Before moving the vehicle. 2, 7, 8 | To check |
| Complete the applicable conformity procedure. | The result of vehicle identification and assessment of technical condition. | After arrival and before registration. 9 | To check |
| Resolve DMV and conditional VAT. | The assessment and, where required, DDV-PPS and proof of payment. | Before registration; conditionally, DDV-PPS within 15 days of acquisition. 6, 5 | To check |
| Resolve the roadworthiness inspection and Slovenian insurance. | The required valid evidence and a motor third-party liability policy. | Before first registration. 2, 10 | To check |
| Complete first registration. | The Slovenian vehicle registration certificate and the prescribed number of plates. | Once the obligations have been settled; the process is not electronic. 10, 2 | To check |
Documents or conditions still need checking. Do not treat the file as complete.
Frequently asked questions
Is an advert’s ‘used’ label enough to determine the VAT treatment?
No. For this test, the vehicle is new if it is factory-new or supplied before six months have elapsed since first use or has no more than 6,000 km. It is used only if supplied after six months have elapsed and it has travelled more than 6,000 km. In addition, separately check the seller’s status and the invoice’s VAT treatment before paying. 5
Can I drive to Slovenia on a crossed-through French vehicle registration certificate?
Not on that basis alone. The crossed-through certificate and detachable coupon do not authorise driving abroad. A CPI WW is possible only for an eligible vehicle; it is normally valid for four months, but you must confirm its recognition in every country along the route and provide separate evidence of appropriate insurance. 3, 7, 8
Does HistoVec prove fault-free condition and ownership?
No. The registered owner generates the report with SIV-recorded data on the date of first use, changes of owner, certain accidents, administrative status, inspections, mileage and technical details. It does not exclude unrecorded faults or prove ownership. 4
Which documents do I need for the Slovenian conformity procedure?
For an EU acquisition, the listed documents are an invoice and either the CoC or the vehicle registration certificate issued by the competent French authority. If there is no unified European approval, technical data and evidence of compliance with the specifications or equivalent regulations are also required. Confirm the complete file for the particular vehicle. 1
Must I always have a statutory roadworthiness inspection in Slovenia?
Not under the stated age rule: a vehicle that is no more than four years old does not need one. For an older vehicle or a different document situation, the source does not establish either the requirement or recognition of the French inspection, so obtain a current decision for your case. 2
Can I complete first registration in Slovenia electronically?
No. eUprava states that first registration cannot be completed electronically. This does not mean that the source requires you to attend in person or rules out an authorised representative. Before visiting, check the accepted channel, documents and representation arrangements with your chosen vehicle registration body. 2
Check whether a pre-purchase inspection is available
If you are considering a pre-purchase inspection, check CarAudit for current availability and terms for the particular car, its location in France and your preferred date. Do not assume coverage, response time, inspection scope, price or outcome until you have confirmed them directly. 11
