Used car from Sweden to Slovenia: procedure, costs and documents

You can bring a used car from Sweden to Slovenia and register it there, but do not complete the purchase until the original Swedish documents, the VIN match, the seller's status, the invoice's tax treatment and the transport route are clear.

You can bring a used car from Sweden to Slovenia and register it there, but do not complete the purchase until the original Swedish documents, the VIN match, the seller's status, the invoice's tax treatment and the transport route are clear. Because the car is arriving from another EU Member State, the official Slovenian procedure uses the term acquisition of a vehicle, not the procedure for importing from a non-EU country. 1

Before payment, treat the seller's identity, ownership and the signatory's authority as three separate, outstanding transaction checks. Information about the registered owner is not in itself definitive proof of civil-law ownership. 2 A sales contract alone does not prove permanent export. 3

Decision before payment

eUprava advises you to require the original documentation from the seller and examine it carefully because it may be forged; merely seeing an original does not authenticate it. 4 Compare the VIN on the car with the VIN in the latest registration certificate, the invoice and the evidence of European approval. Clarify any modifications because they may affect the Slovenian conformity procedure. 5

Decision before payment
DecisionWhat to checkConsequence
Do the documents match the vehicle? The latest original documents, both parts of the Swedish certificate and a matching VINIf there is a discrepancy, do not pay until it has been resolved 4, 2
Who is authorised to sell the car?Verify the signatory's identity, ownership and authority to sell separatelyThe registered owner or the contract alone does not settle all three questions 2
What approval evidence is available? An invoice and a CoC or registration document; if unified approval is absent, additional technical evidenceThe available documents determine the next steps in the conformity procedure 1
Which VAT branch applies?Date of first use, date of supply, verified mileage, seller status and the invoice's VAT treatmentThe description ‘used’ is not sufficient for the tax decision 6
Can the DMV be determined?Classification, fuel, CO2, power in kW, EURO category and any exemptionThere is no reliable amount without the data and an assessment 7
How will departure from Sweden be proved? An agreement on the notification, plates and evidence of permanent departureA sales document alone is not proof of export 3

Age, mileage and the description ‘used’ do not constitute the entire VAT analysis. Determine the seller's status and the invoice's VAT treatment separately; the stated thresholds do not settle these points. 6

Swedish register and documents

Transportstyrelsen provides a registration-number search with basic vehicle, roadworthiness inspection, tax and technical information; information about the registered owner is available through a separate SMS channel. 8 The register does not guarantee mechanical condition or civil-law ownership, nor does it verify damage history or mileage.

The CO2 data warning applies only to vehicles whose tax is calculated on the basis of a reasonable assessment. Incorrect data appear for vehicles that are pre-registered but have not yet been first put into service or for vehicles first put into service on or after 1 February 2025. 8 Do not generalise this warning to every Swedish car.

A Swedish vehicle registration certificate has two parts, and only the latest certificate issued is valid. Part 2 is sent to the registered owner and is used for written notification of a change of ownership or deregistration. 2 Do not treat the name in the document as verification of the actual signatory's identity or as definitive proof of ownership and authority to sell.

For the Slovenian application to an expert organisation, an individual submits evidence of purchase, namely an invoice, and either the vehicle's CoC or the registration document issued by the competent authority in the country of origin. If the vehicle does not have unified European approval, documents containing technical data and evidence of compliance with technical specifications or equivalent rules are additionally required. 1

Sale, deregistration and the journey to Slovenia

For ordinary deregistration due to export, the seller must submit to Transportstyrelsen an export notification and the Swedish plates and evidence that the vehicle has permanently left Sweden. An invoice, receipt or sales contract alone is not sufficient proof of export. 3 Until the authority receives and accepts the complete export evidence, the seller remains the registered owner and is responsible for vehicle tax and traffic insurance, unless the vehicle is recorded as off road. Temporary registration is the only stated route to deregistration before departure. 3

eUprava describes three delivery alternatives: transport by a towing vehicle, which must be appropriately insured, a specialist vehicle carrier, or driving the purchased car. If you drive it yourself, the vehicle must be temporarily registered abroad, and the plates and registration certificate must be obtained there. 4

Sale, deregistration and the journey to Slovenia
OptionWhat you needKey limitation
Tow-truck transportAn appropriately insured tow truck and a collection arrangementCheck the quote and liability for transport 4
Specialist vehicle carrierAn agreement with a specialist vehicle carrierThe price and contractual scope remain subject to quotation 4
Self-drivingSwedish temporary registration, a certificate, plates and appropriate insuranceValid for one month, with no extension; use and cover must be checked for every country on the route 4, 9

Swedish temporary export registration for a used vehicle is available to a buyer permanently resident abroad. An application is refused, among other reasons, because of unpaid vehicle taxes or charges, a driving ban or order or if the vehicle has not passed an inspection within the preceding 12 months. 9 It is valid for one month, cannot be extended and requires the vehicle to leave Sweden. The decision, certificate and plates are sent to the foreign buyer at an address in Sweden; permitted use abroad varies by country. 9

The application requires the latest original Swedish registration certificate with the seller's signed export-deregistration notice and the Swedish plates and appropriate insurance. For an EEA destination, a 30-day insurance certificate may expire before the temporary registration does; new Swedish traffic insurance is then required. 92 Before departure, check the validity of the plates and the territorial and temporal cover for every country on the route. The Swedish source does not confirm that they can be used in every transit country.

Conformity, taxes and registration in Slovenia

For a previously registered used car from another EU Member State, eUprava specifies the vehicle identification and assessment of technical condition procedure. This is not a pre-purchase inspection, a periodic roadworthiness inspection or registration. 5 The final documentation, any additional approval, repairs, cost and duration depend on the approval history, documents, condition, modifications and the competent provider's assessment.

For VAT purposes, FURS treats a vehicle as new if it is factory-new or supplied before six months have elapsed since its first use or has travelled no more than 6,000 km. It is used only if it is supplied after six months have elapsed and has travelled more than 6,000 km. 6 Only if the private acquirer is not identified for VAT and the vehicle is new under this test must the acquisition be reported using the DDV-PPS form within 15 days of acquisition. The rate is 22% of a tax base that includes the vehicle price and the assessed DMV; registration is not permitted without proof of DDV payment. 6

Unless an exemption is supported by evidence, DMV applies to a taxable motor vehicle when it is first put into circulation or first registered in Slovenia; taxpayers include both the acquirer of a vehicle from the EU and the importer of a motor vehicle. 7 The tax base is determined by the vehicle type or tariff classification, while the calculation uses fuel type, combined CO2 emissions, engine power in kW and/or the EURO emissions category. Without supported data and an assessment, the amount is not determined. 7

eUprava states that a vehicle no older than four years does not require a roadworthiness inspection in Slovenia. For an older vehicle or different documentation, the source does not resolve the timing of the inspection or recognition of the specific foreign evidence; obtain a decision for your case. 4

The vehicle registration organisation issues the vehicle registration certificate and the prescribed number of Slovenian plates. The certificate's validity is tied to the applicable roadworthiness-inspection period, compulsory motor third-party liability insurance, payment of the annual road-use charge and settlement of the other prescribed obligations. 10 At first registration, the registration fee and the new registration-certificate form are also paid for, and new plates are obtained, but the source does not state the amounts. First registration cannot be completed electronically; this does not mean that attendance in person is mandatory and does not rule out an authorised representative. 4

Budget without false certainty

The budget uses one transport option: a specialist vehicle carrier. If you choose another option, replace the transport row; do not add it to the costs of temporary registration and self-driving. Because the required amounts are unresolved, no total is shown.

Frequently asked questions

Is a previously registered Swedish car always used for VAT purposes?

No. For VAT purposes, it is new if it is factory-new, supplied before six months have elapsed since its first use or has travelled no more than 6,000 km. It is used only if supplied after six months have elapsed and if it has travelled more than 6,000 km. In addition to this classification, check the seller's status and the invoice's VAT treatment separately before payment. 6

Does the Swedish register confirm ownership and the car's condition?

No. The search shows basic and technical data and information about tax and inspection, while owner information is available through a separate SMS channel. The register does not guarantee civil-law ownership or mechanical condition, so check the signatory's identity, ownership and authority to sell separately. 8, 2

Is an invoice or contract sufficient for Swedish deregistration due to export?

No. For ordinary deregistration due to export, the seller submits an export notification, the Swedish plates and evidence of the vehicle's permanent departure. An invoice, receipt or sales contract alone is not sufficient proof of export. 3

Can you drive all the way to Slovenia with Swedish temporary registration?

Do not assume so. Registration for a person permanently resident abroad is valid for one month, cannot be extended and requires departure from Sweden, but permitted use abroad varies by country. Check every transit country and the temporal and territorial cover of the issued insurance. 9

What can prevent Swedish temporary export registration?

The stated obstacles include unpaid vehicle taxes or charges, a driving ban or order, or the absence of a passed inspection within the preceding 12 months. The application also requires the latest original certificate with a signed export-deregistration notice, the plates and appropriate insurance. 9, 2

Which documents do you need for the Slovenian conformity procedure?

For the described acquisition, an individual submits an invoice and a CoC or the registration document issued by the competent Swedish authority. If there is no unified European approval, the individual also needs technical data and evidence of compliance with technical specifications or equivalent rules. 1

Is a roadworthiness inspection always required in Slovenia?

No. The stated procedure says that a vehicle no older than four years does not require one. For an older vehicle or different documentation, however, the source does not determine when an inspection is required or whether the specific foreign evidence will be recognised; obtain a decision for your case. 4

Can you complete first registration in Slovenia electronically?

No. The stated source says that first registration cannot be completed electronically. It does not follow that the buyer must attend in person or that an authorised representative is excluded; check the available channel and representation with the vehicle registration organisation. 4

Check the possibility of a pre-purchase inspection

If you want an inspection of the specific car before payment, check the CarAudit website for current availability and terms for the location in Sweden. The website alone does not confirm coverage, timing, inspection scope, price or result. 11
